You should make your hit before using them all up. Besides, each cowboy has life bars on them. That life bar shows how much time you have to save that cowboy. If your time runs out, the game will be over, and you have to restart your current level. Follow the stars you have and about to lose at the top of the screen. The fewer you use the arrows, the more stars you have. Don't forget to check your achievements from the main menu.
